• 5714 citizens exist for each representative
• Total population (40,000) divided by 42,747 citizens per representative (apportioned by founders is 0.93
• 7 representatives exist for 0.93 founder apportioned representatives
• This is 752% constitutional founders apportionment

A 2012 federal government apportioned at the 1790 level. 

• Congress house of 3600, senate of 3600, total representatives 7200
• 2012 US population of 308,000,000
• 42,777 citizens exist for each representative
• Total population (308M) divided by 42,747 citizens per representative (apportioned by founders) is 7205 
• 7200 representatives exist for 7205 founder apportioned representatives. 
• This is 100% constitutional founders apportionment.

Conclusion:

• The smaller the population represented by a democratic system, the closer that system approximates the 1790 constitution founder apportionment.
• Citizens of cities have greater representation in city government than they do in state government.
• Citizens in states have greater representation in state government than in the federal government.
• Federal and state governments have severely drifted from constitutional founder apportionment.
• 1790 apportionment requires a congress of 7200 representatives

When crime becomes rampant, more police are needed. It's common sense. It's common sense. When democracy morphs to elected oligarchy and America lacks governance, send help to the few surviving democratic representatives.  More representatives are required.  More presidents are required.
